 HOW EEP PARTNERS

EEP partners with landowners, local governments, military bases, schools, private-sector businesses -– all these and more collaborate with EEP on a voluntary basis to meet their individual needs.  EEP outsources the bulk of its program needs to the private sector, creating green jobs and bolstering the state’s economy.  

EEP relies heavily on coordination and collaborative partnerships with public and private entities at the local, state and federal levels. Relying on local watershed plans and associated recommendations, EEP continues to work with local stakeholders and funding programs to ensure that the plans not only generate projects to satisfy mitigation needs, but also serve as a resource for communities working to implement watershed improvements.

EEP was founded on partnerships, embodied in the original Memorandum of Agreement among the N.C. Department of Transportation, the N.C. Department of Environment & Natural Resources (NCDENR) and the U.S. Army Corps of Engineers Wilmington District (USACE) that established the program's procedures on July 22, 2003. The three agencies came together and forged an unprecedented relationship that supported the delivery of transportation projects and benefitted the state’s natural resources. Working together, delays to road projects caused by a lack of adequate compensatory mitigation were eliminated; and investments in natural resources were maximized by advancing them ahead of permitted impacts and basing them on the management needs of the state’s watersheds and river basins.
